Who are we?

The Upward Bound at Dixie State University is a pre-college academic program designed to provide qualifying high school students with the motivation, skills and support necessary to obtain a college degree. Funded by the United States Department of Education, Upward Bound was established at Dixie State University in 1983. We currently serve 90 students from Washington County high schools.

Our Mission

The goal of the Upward Bound program is to provide students with educational, cultural, and social experiences that will help prepare them to enter and succeed in college. In order to achieve this, Upward Bound offers academic advising, after-school tutoring, study skills workshops and other enrichment opportunities through seminars, weekly meetings, and program activities. Dixie State University Upward Bound currently serves students at Dixie, Desert Hills, Enterprise, Hurricane, Pine View and Snow Canyon high schools.


  • Citizens or nationals of the U.S. Permanent residents also qualify after proper validation.
  • Is a “First Generation” college student. This means neither of your birth parents have received a Bachelor’s Degree.
  • Is considered Low-Income, by Federal Guidelines.
  • Is in need of academic support.
  • Upon applying, has completed 8th grade, but not entered 12th grade.


The program provides opportunities for participants to succeed in pre-college performance and ultimately in higher education pursuits. The goal of Upward Bound is to increase the rates at which participants enroll in and graduate from institutions of postsecondary education.

The goal of Upward Bound is to provide guidance, resources, experiences, and support during high school for students to successfully enter and graduate from college. Students develop the necessary skills by attending the seminars, weekly meetings, and program activities.
